Tbilisi is a lively city of food and wine, Batumi is the sea and new homes on the seafront, Gudauri and Bakuriani are ski resorts. One country for every season.

Georgia is chosen for its simplicity. A foreigner buys in their own name, registration can take a single day, and there is no purchase tax: all costs come to 0.15–3.35% of the price.

The tax on renting out a home is 5% of the income. Hold a home for more than two years and the gain on a sale is not taxed.

Short lets are free and need no licence. And a property valued above $150k gives the right to a residence permit.

History, culture and what to see

Georgia lies between the Black Sea and the Caucasus Mountains. Christianity became the state religion here in the 330s, and the 11th–13th centuries were the country's golden age, which left churches and monasteries known across the world. In the north rise the Greater Caucasus and Shkhara, the highest peak of the country; in the west lies the Colchis lowland, where humid forests, tea and citrus grow. In the mountains are the four deepest caves in the world, two of them deeper than 2,000 m. The capital Tbilisi took its name from its warm sulphur springs. What to see and how far it is from our places

  • Svetitskhoveli (UNESCO). Svetitskhoveli Cathedral in Mtskheta, one of the largest churches in Georgia, was built in 1010–1029 by the architect Arsukisdze. The building is 49 m high. It has been part of the UNESCO site "Historical Monuments of Mtskheta" since 1994. Tbilisi — 15 km, Kakheti — 64 km, Gudauri — 73 km.
  • Colchic National Park (UNESCO). Colchic National Park is part of the UNESCO site "Colchic Rainforests and Wetlands", inscribed in 2021. More than half of its territory, about 15,700 ha, is wetland. Kobuleti — 34 km, Batumi — 52 km, Bakuriani — 157 km.
  • Gelati Monastery (UNESCO). Gelati Monastery near Kutaisi was founded by King David IV the Builder in 1106; its main Cathedral of the Virgin was completed in 1130. A UNESCO site since 1994. Bakuriani — 88 km, Kobuleti — 98 km, Batumi — 118 km.
  • Upper Svaneti (UNESCO). Upper Svaneti in the Greater Caucasus is known for its tower houses, built mainly in the 9th–12th centuries. A UNESCO site since 1996. Nearby rises Shkhara, the highest peak of Georgia. Gudauri — 130 km, Bakuriani — 137 km, Kobuleti — 159 km.
  • Tsminda Sameba. The Holy Trinity Cathedral, Tsminda Sameba, in Tbilisi was built in 1995–2004. Its height from ground level to the cross is 86.1 m. It is one of the main cathedrals of the Georgian Orthodox Church. Tbilisi — 3 km, Kakheti — 60 km, Gudauri — 91 km.
  • Gonio Fortress. Gonio Fortress, 15 km south of Batumi, is a well-fortified Roman town within Colchis, dated to the 2nd century AD. 18 of the 22 towers survive. Batumi — 10 km, Kobuleti — 31 km, Bakuriani — 164 km.
  • Alaverdi Monastery. Alaverdi Cathedral in Kakheti was built in the 11th century under King Kvirike III. The cathedral is more than 55 m high; until the consecration of Sameba in Tbilisi it was the tallest religious building in Georgia. Kakheti — 16 km, Tbilisi — 59 km, Gudauri — 89 km.
  • Gergeti Trinity Church. The Holy Trinity Church in Gergeti stands at 2,170 m above sea level. The building is dated to the 14th century; the dome is surrounded by ten windows with arched frames. Gudauri — 24 km, Tbilisi — 105 km, Kakheti — 109 km.
  • Borjomi-Kharagauli National Park. Borjomi-Kharagauli National Park was established in 1995. Together with the neighbouring Borjomi reserve it occupies more than 1% of the territory of Georgia. Bakuriani — 32 km, Kobuleti — 115 km, Batumi — 129 km.

Strengths first, then the essentials of the market. As of 10 October 2026.

What is good about this place

  • Close relatives inherit without tax. A spouse, children and parents, as well as brothers and sisters, pay no inheritance tax.
  • Residence permit for the family. With property worth more than 150,000 dollars, the permit is granted to the owner, spouse and children; it is renewed as long as the ownership is kept.
  • Every child has the right to school. The law on general education gives all children the right to a full general education; teaching in state schools is in Georgian.
  • International school in Tbilisi. European School, IB programme: 11,000–14,000 euros a year for foreign pupils.
  • The family's share is protected by law. Children, spouse and parents are guaranteed a compulsory share — half of what they would be entitled to by law.

The market in brief

  • There is no property transfer tax. The buyer pays a registration fee (150 lari at the standard term) and, if wished, a notary and an agent.
  • Tax on residential rental income is 5% of income, with no deduction of expenses. Capital gain on the sale of a home is taxed at 5%, and if the owner has held it for more than two years, there is no tax.
  • The lari floats freely and is not pegged to the dollar. Taxes are calculated in lari, while market prices are often quoted in dollars.
  • We do not yet have a nationwide housing price index, so the review does not show price growth or decline.

Worth keeping in mind

  • A foreigner buys homes and commercial premises in full ownership, in their own name. Agricultural land is closed. This is according to the pages of law firms and agencies; the official land law is confirmed in our base only for Kakheti.
  • A residence permit is available with property worth more than 150,000 dollars as assessed by an accredited appraiser. A confirmed record of citizenship for property is not yet available in our base; we will provide it on request.
  • The main risk is buying off plan. For Gudauri, the source reports no mandatory buyer protection; for Batumi, it reports delays in handover and limited liquidity.

What and where a foreigner can buy
  • Apartments, houses, shops, offices — in ownership, in one's own name. Registration can take one day at the Public Service Hall (the state service centre).
  • Agricultural land is closed to foreigners. In Kakheti, according to the official text, houses and non-agricultural land can be bought into ownership, while vineyards and other agricultural land can be acquired only by inheritance.
  • The rule is the same across the country. In our records for Batumi, Gudauri, Bakuriani and Tbilisi it is the same; places differ not in the right to buy but in prices, seasonality and buyer protection.
  • Source of the rule — pages of law firms and agencies, not the law itself; we have read the land ownership law only for Kakheti.

Example on 100,000 lari (about $38k) at the standard term: fee 150 lari, notary about 200, agent 2,000–3,000. Total 2,350–3,350 lari (about $1.3k), that is 2.35–3.35% of the price. Without an agent and a notary — 0.15%. This is an illustration based on entry rates, not a forecast.

The sources differ in small details: a law firm gives the fee as 50–200 lari and the total as about 0.5%, a page on Batumi gives 82–307 lari, and the official Registry page gives 150, 270 and 350. We use the official one. For Gudauri the total is given as about 0.3% of the price, for Bakuriani about 0.1%.

The 18% VAT applies to new-build. The developer's price usually already includes it — this should be clarified in the contract. The reference in our base leads to an earlier edition of the code; the confirmation level is medium.

Holding:

  • Property tax for individuals (except land) — according to the text of the code, from 0.8 to 1% of the market value at the end of the previous year. The exact rate within the range is set by the municipality. The date on which the latest edition took effect is not yet available; we will provide it on request.
  • In Gurjaani (Kakheti), a council decision of 16 January 2026 sets 0.1% for a family income of up to 100,000 lari (about $38k) and 0.9% for an income of 100,000 and above. This is the rule of one municipality; we have not opened others. The two versions differ, and we will not choose between them.

Selling:

  • A residential apartment or house with a plot: 5% on the gain, that is, on the difference between the sale and purchase prices. A non-resident pays on income from a Georgian source.
  • If the owner has held the home for more than two years, the gain is not taxed. The period runs from the date of the document on the right to registration. There is no separate norm on non-residents; the conclusion is drawn from the text of the code.
  • Other property is taxed at the general rate of 20%; details on it are available on request.
Rental
  • Long-term — free for foreign owners. According to an agency page, the owner registers on the tax service portal rs.ge with a Georgian tax number.
  • Short-term — no licence is needed and there are no strict restrictions. According to a law firm page, with registration on rs.ge the income tax is 5%, without it 20%. In Bakuriani demand is seasonal, November–March; in Batumi a developer cites a season of about 70–80 days of occupancy.

Tax on residential rental income for an individual: 5% of gross income, with no deduction of expenses. Whoever wants to deduct expenses pays the general rate of 20% on net income.

This is the tax in Georgia. Tax in the investor's country of residence is calculated separately.

Mortgage

A National Bank decision of 26 February 2025 temporarily raised the maximum loan share in the price of the property to 90% for loans in lari, and to 80% for borrowers with income from abroad. The increase is described as temporary. The page says nothing about non-residents, and the rule is addressed to banks: the terms of a particular bank may be stricter.

Residence permit and citizenship
  • A short-term residence permit is issued to a foreigner with property (other than agricultural land) whose market value is above 150,000 dollars in lari equivalent. The value is determined by an accredited appraiser, not by the transaction price. This is according to the official page of the Public Service Agency; the period of validity is not stated on it.
  • Citizenship: a confirmed record of citizenship for property is not yet available in our base; we will provide it on request.
Prices

A housing price index for Georgia is not yet available in our base: the Bank for International Settlements does not publish it, or it has not been loaded. For that reason the four lines (in lari and dollars, adjusted for inflation and not) are not in the review. The lari exchange rate floats; the National Bank calls this a deliberate policy. What will happen to the dollar value of an apartment, the review cannot say.

What can be seen:

  • Of what we read, Batumi is more expensive in the primary market, but the data relate to 2024.
  • In Tbilisi prices differ by almost a factor of two: the centre is more expensive than the outlying new-builds.
  • Prices for Kakheti, Kobuleti and Bakuriani were not found on the pages read.
  • These are asking prices and retellings, not transactions; the columns cannot be compared with each other.
Commercial property

What a foreigner can buy. According to law firm pages, a foreign individual buys a shop and an office in their own name, on the same terms as a citizen of Georgia. Only agricultural land is closed. A licence and a local company are not mentioned in the sources. The sources give no size limits.

How it differs from housing.

  • There is no transfer tax or stamp duty — the same as for housing.
  • 18% VAT is charged when buying a non-residential premises from a VAT payer. A one-off sale of a non-residential building is treated as economic activity.
  • 18% VAT on rent: leasing out property is treated as a service. Registration as a payer is mandatory when taxable operations over 12 months exceed 100,000 lari (about $38k).
  • The general rate of personal income tax is 20%; 5% applies only to residential rent. The rate specifically for commercial rent and the withholding procedure for a non-resident are available on request.
  • Property tax: the amount for commercial premises is available on request.
  • The usual term of a lease is not yet available in our records.

Hotels and apart-hotels. Our base marks districts with hotel-type apartments: Bakuriani, Didveli, New and Old Gudauri, the Kobuleti embankment. In Kobuleti, the sale of hotel rooms and retail space is not yet confirmed.

Rent and vacant space. TBC Capital review (the investment bank of the TBC group), 2024, from the pages of Investor.ge magazine:

For Batumi it is not stated explicitly that the price is monthly. The data come from a bank review, not official statistics; shopping centres are not street-level shops.

The agencies' figures describe the upper end of the market: class A offices and shopping centres, not what a private investor usually buys.

Buying off plan
  • Permitted for foreigners.
  • Batumi: developers pay penalties for delays. Risks: delays in handover, changes of layout by 1–3 sq. m, limited liquidity.
  • Gudauri: the developer's reputation should be checked; the source speaks of the absence of mandatory buyer protection measures.
  • Kobuleti: pre-sales are under way in several projects, including Swissotel and Kobuleti Resort; handover is given as 2029–2031.
