Five Caribbean passport countries: a comparison
An onpoint.casa reference, compiled on 2026-10-12 from the knowledge base. The table compares citizenship-by-investment programmes through property and the buyer's costs. The programme figures are approved facts of the base; the figures on purchase costs come from cards that are still awaiting a decision and are marked separately.

The terms of the property route as recorded in the base:
- St Kitts and Nevis: Per GCS 2026: a share in an approved project/condo from 325,000 USD, a detached house from 600,000 USD; holding for 7 years. The CIU 2024 memorandum (via IMI) gives 400,000 and 800,000: the amounts differ and need to be reconciled.
- Antigua and Barbuda: Approved projects only, a contract with the developer; holding for 5 years, sale earlier only when buying another approved property. Ownership through a non-profit company is possible.
- Grenada: 19a3 (not yet confirmed): a co-ownership share from USD 270k (value of the share from USD 540k), full title USD 350k, plus a USD 50k government fee; holding for 6 years (В, GCS).
- Dominica: Only government-approved projects; the property value from 200,000 USD; holding period at least 3 years; government fees from 75,000 USD per applicant.
- Saint Lucia: Only approved projects (branded hotels and resorts, boutique properties); the investor receives title to the property. The investment page: 300,000 USD plus an administrative fee; the FAQ gives 200,000 USD (a discrepancy). The holding period and resale are not stated on these pages.
2. Who it is open to by first citizenship
The restrictions by the applicant's citizenship are the rules of the programmes themselves. We give them as they are.
| St Kitts and Nevis | Antigua and Barbuda | Grenada | Dominica | Saint Lucia | |
|---|---|---|---|---|---|
| Russia | closed | closed | closed | closed | closed |
| Belarus | closed | closed | closed | closed | closed |
| Kazakhstan | not on the restriction lists | not on the restriction lists | not on the restriction lists | not on the restriction lists | not on the restriction lists |
| Uzbekistan | not on the restriction lists | not on the restriction lists | not on the restriction lists | not on the restriction lists | not on the restriction lists |
| India | not on the restriction lists | not on the restriction lists | not on the restriction lists | not on the restriction lists | not on the restriction lists |
| Pakistan | not on the restriction lists | not on the restriction lists | not on the restriction lists | not on the restriction lists | not on the restriction lists |
What happens to the first citizenship (the rule of the applicant's own country, the same for all five programmes):
- Russia: the first citizenship is kept; the authorities of one's own country must be notified of a second citizenship.
- Belarus: one's own country does not recognise a second citizenship, but the first is not lost as a result.
- Kazakhstan: the law of one's own country does not allow a second citizenship: on obtaining a new one, the first is lost.
- Uzbekistan: the law of one's own country does not allow a second citizenship: on obtaining a new one, the first is lost.
- India: the law of one's own country does not allow a second citizenship: on obtaining a new one, the first is lost.
- Pakistan: the programme country is not on the list of countries with which one's own country allows a second citizenship: under its law the first citizenship is lost in this case.
3. The property buyer's costs
The figures in this section come from cards awaiting a decision. The land-holding licence applies to a purchase outside the citizenship programme; whether it extends to a purchase in an approved project is not yet confirmed from the open pages.
| St Kitts and Nevis | Antigua and Barbuda | Grenada | Dominica | Saint Lucia | |
|---|---|---|---|---|---|
| Land-holding licence for a foreigner | about 10% of the price (outside the programme) | 7% of the price under the 2020 law | about 10% of the value | 10% of the price (outside the programme) | a fixed fee, the amounts differ between sources |
| On purchase | stamp duty of 10% is paid mainly by the seller; 12% in development zones | stamp duty of 2.5% from the buyer | the main transfer tax is paid by the seller | stamp duty of 2% from the buyer, other charges about 4.9% | stamp duty of 2% from the buyer |
| Tax on rent | 10% withholding on rent to a non-resident (sources differ) | 12.5% under a tax service explanation; 25% withholding under the 2016 law | not yet confirmed | 15% withholding | progressive scale, up to 30% |
| On sale | no gains tax on a sale after one year | about 7.5% from the seller and 5% on the increase in value | 15% from a non-resident seller; no gains tax | 2.5% from the seller; no gains tax | 10% from a non-resident seller; no gains tax |
The currency of all five countries is the Eastern Caribbean dollar, pegged to the US dollar at 2.70; there are no restrictions on moving money out (Eastern Caribbean Central Bank, 2025).
4. What is not in the comparison
- St Kitts and Nevis: the programme authority's website does not open, the list of approved projects has not been read; the property threshold differs between sources.
- Property prices in approved projects are published only for two Antigua projects.
- Mortgages for a non-resident and rental yield are not yet available for any of the five countries.
- Grenada: on 22 September 2026 the authority announced an independent review of the programme; there are no results yet.
